The director in charge of MIST, and Aya's supervisor. Always found back at headquarters, Baldwin relays his orders to agents in the field by phone after gathering all possible information. People call him "Hal" because of his cold, detached manner. Baldwin's agents have both respect and disdain for their stoic boss.
